DESCRIPTION
When you add a hotizontal panel and make it as high as you can, it will mostly
cover the panel settings window, making it hard to change back. (When doing
this intially, at least on my computer, the height spinbox is still visible, so
you can at least access that, but if you close and reopen Edit mode, you may
get different parts - I get the top of the popup, which is mostly useless in
this situation (the screen edge control is available, and you can use this to
change it to a horizontal panel, which has enough space to show the popup)
If you don't figure this out, the only other way seems to be the context menu,
which is not available on touch (but you can get to edit mode fine without a
context menu using longpress)
STEPS TO REPRODUCE
1. Enter Edit mode
2. Create a horizontal panel
3. Make it huge
4. Close Edit more and reopen it
OBSERVED RESULT
Only a small part of the panel config popup is accessible, and different parts
initially and on subsequent opens.
EXPECTED RESULT
I'm not quite sure - ideally the whole thing would be accessible all the time,
but there should be at least a clear way to undo this and get the computer back
to a usable state.
