The functionality you're looking for is available in Clock, which is included in a default Plasma install. Importantly, this is separate from the calendars and does not add calendar events. If you're looking to add to or improve on this, the place to do this is in the Visual Design Group chatroom. That's a place you can discuss it in a group setting where existing design choices and constraints that may not be immediately obvious can be explained, and we can go over which elements of this proposal might make sense to integrate.
