            Bug ID: 525919
Summary: "Restart after update" does not restart:
plasma-shutdown logs "KWin failed to complete logout"
                    when Discover requests the reboot
    Classification: Applications
           Product: Discover
      Version First 6.7.5
       Reported In:
          Platform: Fedora RPMs
                OS: Linux
            Status: REPORTED
          Severity: normal
          Priority: NOR

Discover's get-updates/resolve transactions about 1 s later, and "KWin failed
to complete logout" about 5.5 s after the request.

DESCRIPTION
I chose Restart from the dropdown during an update.
The update downloads and is staged correctly.
Apps which are open then close, but the session stays up and the machine never
reboots.
A manual Restart from the launcher always works, and the staged update installs
normally.

STEPS TO REPRODUCE
1. Go to Fedora 44 KDE with offline updates and RPM updates pending.
2. In Discover, go to Updates and press Update, then choose Restart from the
dropdown.
3. Wait for the update to finish.

OBSERVED RESULT
* All open apps close, including Discover, and no reboot follows.
* The journal shows org.kde.Shutdown being started, then about 6 seconds later
`plasma-shutdown: KWin failed to complete logout`.
This reproduced twice (Sep 18 at 17:02 and 19:08) with near-identical timing.

EXPECTED RESULT
The session logs out and the machine then reboots into the offline update.

SOFTWARE/OS VERSIONS
Operating System: Fedora Linux 44
KDE Plasma Version: 6.7.5
KDE Frameworks Version: 6.30.0
Qt Version: 6.11.2

ADDITIONAL INFORMATION

* PackageKit's side is correct after the failure.
* pkcon offline-get-prepared lists the packages.
* /system-update points to the prepared update.
* /var/lib/PackageKit/offline-update-action contains reboot.
* systemd-inhibit --list shows nothing blocking shutdown.
* Three launcher-initiated restarts all succeeded:
    * Discover closed.
    * Discover closed, with xwaylandvideobridge and Firefox running.
    * Discover open but idle, with Firefox running.
* The failure therefore occurs only when Discover itself requests the reboot
right after finishing the update.

HYPOTHESIZED CAUSE (unverified)

* The journal from the first failure shows that about 1s after Discover
requests the reboot, new PackageKit transactions from Discover appear: a
get-updates and two resolve calls. These look like Discover's normal refresh
after a transaction.
* If Discover won't close while it has transactions running, KWin's request to
close its window during logout would not complete. KWin would then report
failure, and plasma-shutdown would cancel the logout.
* If that is right, Discover is blocking the reboot it just requested.
* Possible fix directions:
    * Finish or skip the refresh before requesting the reboot.
    * Allow Discover to quit once a reboot is pending.
