Pressing ' or " will insert a second one. This is not always desirable.
STEPS TO REPRODUCE
1. Open a new file
2. Press '
3. Press ctrl + z
OBSERVED RESULT
Two ' ' are inserted, both are removed
EXPECTED RESULT
One ' remains
