I am not a KDE Developer. This bug occurs as reported. Though there is a twist. The double notification is shown only when the active tab in the browser is where the video is currently playing. Please refer to the screenshot "KDEBug_526358_DoubleNotificationsShown.jpg" for more details. However if the focus is shifted from the browser tab that is playing the video then only a single notification is seen. Please see the screenshot KDEBug_526358_DoubleNotificationsNotShown.jpg for more details. I am using Firefox as the browser. If required I can check and confirm if this happens with other browser like Flakon. Firefox is not an AppImage or SNAP or something similar. My KDE setup information is given below. I am not on CachyOS.
