I can Confirm this after testing with Linux appimages: 5.3.4 and recent 5.4.0
and 6.1.0 prealpha versions.

The problem is generic for vector layers and only affects a vector layer that
has been made in a session by using the 'Duplicate Layer or Mask' (Ctrl+J)
action in the Layers docker.
It does not affect a layer made with Copy Layer followed by Paste Layer.
It does not need content on the layer or recent use of a particular tool.
The problem is local to the session and is 'repaired' by Saving as a .kra file
then re-opening the .kra file.

Normally, the four vector specific tools mentioned are all greyed out
(disabled) if a Hidden vector layer is selected. Then toggling the layer
visibility icon will toggle the enabling/disabling of those tools.
For an affected and selected vector layer, toggling the visibility icon of that
layer has no effect on the enabled/disable state of those tools.

For an affected Hidden vector layer that is selected, the simple 'workaround'
is to select any other layer, click the visibility icon of the affected layer
to make it visible (not Hidden), then select the affected layer.
Or do Save and then re-open the .kra file.
