I don’t know why this bug is 26 years old, given that for decades window
restoration has worked perfectly well on X11. It seems that an old bug report
has been reused for a problem that appears identical but is entirely different
in terms of its causes.

It’s not complicated at all; it worked perfectly on X11. This was not provided
for on Wayland, and it took a a couple of decades to write, discuss and approve
a protocol, which is already be implemented by kwin but, in reality, is not
working.

We’re talking about a few dozen bytes per window… negligible.
