The brightness OSD call lives in ScreenBrightnessAgent::onBrightnessChanged(), which only runs when the tracked brightness value changes. ScreenBrightnessController::adjustBrightnessStep() also returns early when no display has room to move. So at 100% the ShowIndicator hint from the key press is dropped and no OSD is shown. This regressed in powerdevil commit db60877ee (Plasma 6.2); before that, BrightnessLogic::increased() returned the current maximum and the OSD was shown, as implemented for bug 387284 in 5.14. Only the "no feedback at 100%" part is covered here. The second symptom in the original report (internal value stuck at 100% while the panel is dimmer) is a different problem and tracked elsewhere (e.g. bug 494408).
