On startup, baloo_file_extractor keeps crashing with the following errors in

```
The crash is likely caused by `baloo_file` starting before `kwin_wayland`.
Adding the following to `kde-baloo.service` stops the crash:
```
[Unit]
After=plasma-kwin_wayland.service
```
An (IMHO, much cleaner) alternative to each service individually ordering after
kwin, is for `startplasma`
(https://github.com/KDE/plasma-workspace/blob/ac268027ee8eca971fec778e4c9c45c4bb48d5e3/startkde/startplasma.cpp#L742)
to:
1. Start `plasma-kwin_wayland.service`.
2. Wait until the service is running.
3. Start `plasma-workspace-wayland.target`.
