Scheduler: fix misleading "cannot run because" diagnostics When no job can be scheduled, the diagnostics listed a constraint for each job, but: - the reason string was shared by all calls and never reset, and getNextEndTime() only sets it when a constraint is violated, so a stale reason (typically "twilight" from the evening slot) was reported for slots without any violation, e.g. at midnight; - aborted or failed jobs that the error handling settings do not allow to reschedule were reported with a sky constraint instead of the real reason. Report the error handling reason for those jobs, and use a fresh reason per evaluation.
