I can reproduce this on Endeavour OS with the Arch package - the developer
edition is merged into the regular firefox windows.

It works there if I download the official Mozilla build from their website,
copy the .desktop file from /usr/share/applications to
~/.local/share/applications, rename it "firefox-dev.desktop" (as the two build
set different .desktop names), and edit it to point the exec line to where I
unpacked the downloaded version.

Seems like whatever causes it to fail is specific to the desktop file name
"firefox-developer-edition" and does not happen if the name is "firefox-dev".

Forcing the desktop name through a window rule does not seem to break this on
Fedora/master (where the rule seems to work fine) nor cause it to work on
Endeavour/6.8 (Where the rule doesn't seem to do anything?).
