Activity Bar does some weird things with focus in order to improve keyboard navigation, which cause both this and some general jank in the interaction between the internal tab bar and the highlighting and keyboard navigation you get when you manually focus the panel with a keyboard shortcut. While this mostly has negative effects and we can remove this and generally improve everything, it does handle some interactions that we'll need a better solution for.
