Spectacle can't assume that the active window would have an appropriate window
title for a region capture. Imagine you have a text editor focused, but you
capture a region of your web browser. You might think "then use the web browser
window title", but there is no way to do that on Wayland. In the first place,
it is not possible to get the active window title while doing a region capture
on Wayland. On X11 (only passively supported by Spectacle since 6.8), there is
still no reliable way to know what the window title of the selected region
should be. Even if there was, what about regions spanning 2 or more apps?

At least, I suppose a screen name or description might be a reliable region
title for Wayland and X11, as long as the region only spans 1 screen. Examples:
"HDMI-A-1" (name) or "LG Electronics LG HDR 4K" (description)

Originally, it was just supposed to provide some extra info whenever it
happened to be available, so you might put it at the end like
"Screenshot_<yyyy><MM><dd>_<HH><mm><ss>_<title>". A more broadly useful way to
have the beginning start with something meaningful would be good. However, it's
a separate issue from whether the <title> filename template token is bugged
since turning it into something more broadly useful requires more planning and
effort than a bug fix.
