I have the same issue, and I'm in a similar mixed refresh rate setup (180hz +
60hz) as @Dmytro above.
But it gets even worse. In my case, I cannot even, for example, watch a video
on Firefox on my secondary monitor without getting huge stutters on both
monitors. Opening https://testufo.com/ on the secondary also has the same
effect.
It's so bad that even the mouse cursor stutters heavily on the primary when the
video/testufo is playing. But curiously, if I move the mouse over to the
secondary, everything becomes butter smooth.

I have however noticed that after a reboot, I cannot replicate the issue. But
after a suspend/sleep cycle, the issue is back. So I think this only happens
after the system has been suspended at least once.

Not sure if it's related or not, but in Plasma 6.8.0 instead of the stutter I
got brief screen flashes on my secondary monitor. Those flashes are gone in
6.8.1, replaced by this new problem.

Also, I see a lot of these messages being spammed in the logs:
kernel: amdgpu 0000:03:00.0: [drm] *ERROR* Unsupported screen format RA24
little-endian (0x34324152)
