I don't see anything obvious that the sticky notes widget could be doing to cause this. Except using a Window menu type; this is somewhat known to cause issues, but an overlay menu would be constrained to the size of the note, which is a very awkward UX for smaller notes. And yes, if I switch it to that it goes away.
