applets/timer: remove progress bar minimum width

The timer widget sets the (optional) progress bar's minimum and maximum
width to the text label's width in the compactRepresentation.

There does not seem to be a good reason why we would ever want it to be
larger than the compactRepresentation's width, no matter what the labels
do. In fact, it seems this may even prevent the label from eliding
correctly if space-constrained, and to even be drawn outside the applet
as a desktop widget when resizing it just the right way.

Just remove it. We keep the maximum width so the progress bar length
does not become longer than the labels.
