Additional data from the Wine side, measured with UTAU 0.4.19
(utau0419cInstaller.zip, LANG=ja_JP.UTF-8).

UTAU's project window is owned by the 1x1 window "歌声合成ツール - UTAU" and has the
extended style WS_EX_APPWINDOW. Upstream Wine's winex11 driver sets
WM_TRANSIENT_FOR to the owner for owned windows, with or without
WS_EX_APPWINDOW (set_style_hints() in dlls/winex11.drv/window.c, wine-11.21).
libtaskmanager then treats the project window as a transient and drops it, as
analysed in comment 0.

A Wine fork (https://github.com/giang17/wine, branch d2d1-dcomp-11.0) sets
WM_TRANSIENT_FOR to the root window for owned WS_EX_APPWINDOW windows, i.e.
makes them group transients with the owner as WM_HINTS group leader:
https://github.com/giang17/wine/commit/8a68c9a8a5d
https://github.com/giang17/wine/commit/0f48a5f1acd

With that build (2834a0a4660) on Plasma 5.27.12 / KWin 5.27.11, X11 session:
- project window: WM_TRANSIENT_FOR = root window, group leader = the 1x1 owner,
no _NET_WM_STATE_SKIP_TASKBAR
- owner: unchanged, _NET_WM_STATE_SKIP_TASKBAR, _NET_WM_STATE_SKIP_PAGER,
_KDE_NET_WM_STATE_SKIP_SWITCHER
- the project window has its own task manager entry, keeps it while minimised,
and a click on the entry restores it

The same hints gave task manager entries on Plasma 6.7.5 in a Wayland session
(winex11 via XWayland) for another application with owned WS_EX_APPWINDOW
windows (vatSys): https://github.com/giang17/wine/issues/29
UTAU itself was not tested on Plasma 6 or Wayland. The change is not part of
upstream Wine.
