DrawItemText: Ensure we draw mnemonics only for items that have it explicitly set Add a new mnemonic flag for elements that use it, and utilize it for them only. If we don't, random ampersands that are not `&&` will get marked as mnemonics, such as `& `. Currently the elements match same as in Breeze.
