*Description:
The left border of my screen is not part of whatever application I have opened
(konsole, chromium, etc.).
By that I mean that if I have my mouse all the way to the middle left, I will
not be able to scroll or interact with the app. All the way to the right is
fine though.

*Steps to reproduce:
Open konsole in Plasma, make sure it is fullscreen, have enough lines in there
to get a vertical scroll bar, move your mouse all the way to the left and try
to scroll.
