Newly KF5 ported dict widget fails entire source build at cmake configure if
QtWebEngine is not available.
This is an issue for ubuntu and debian where some architectures do not have
QtWebEngine available, as it is not buildable.
Ideally we should see a case instead where if QtWebEngine is not found, the
dict widget is not configured for building, rather than just failing the entire
source build.
For Kubuntu tests builds, at the moment I have just completely patched out an
attempt to configure or build the widget, but this is not a solution I would
wish to keep.
