I have a dual-screen setup. A laptop plus an external Dell 24" 1920*1200 hdmi
screen.

I use Fedora 27 with the latest Plasma (5.12.3) and Frameworks (5.44).

When the screen locks due to the timeout of 5 minutes, the brightness comes
back to 100%, even it was set to a much lower value before.

To correct the brightness after a lock, I usually hover the battery icon, and
mouse-wheel-down until I get my usual brightness value.

This issue has been happening for a long time already.
