I believe I am also experiencing this issue since installing updates last week.
When the power settings turn off the displays with the external monitor plugged
in, the laptop lid stays black upon waking them up even though plasma detects
it. The symptom has also occurred once when launching VirtualBox.
The only consistent way I've found to get the laptop lid display to work again
is to go into Display settings and disable and re-enable the laptop lid
display.
I'm also on Arch Linux with plasmashell 5.13.5.
