SUMMARY
"Full screen repaints" is not honored after reboot.
STEPS TO REPRODUCE
1. Open "System Settings > Display and Monitor > Compositor"
2. Set "Tearing prevention" to "Full screen repaints"
3. Reboot the PC.
OBSERVED RESULT
Windows visibly tear.
EXPECTED RESULT
"Full screen repaints" prevents tearing.

Linux/KDE Plasma: Kubuntu 18.04

ADDITIONAL INFORMATION
Workaround: go through steps 1-2 again, and tearing stops.
