SUMMARY
Flatpaks using org.kde.Platform take minutes to launch on Kubuntu 19.04
STEPS TO REPRODUCE
1. Install org.telegram.desktop on kubuntu 19.04
2. Observe that the app takes 1-3 minutes to launch
3. Observe that apps that don't use org.kde.platform launch fine, and that
using other DEs are fine.
Also observe that in the journal there are lots of errors relating to
xdg-desktop-portal-kde (eg https://pastebin.ubuntu.com/p/6m2fVWGc93/ )
