Normally it is not a problem to uninstall a previous version and install a new
one. The databases and configuration files are *not* deleted. Do you use a tool
that monitors and logs program installations and then removes everything
completely?

See if the digiKam configuration file (digikamrc) exists under:

C:\Users\%USER%\AppData\Local\digikamrc

If so, rename or remove and try again to set up a digiKam setup.
