SUMMARY
STEPS TO REPRODUCE
1. Open 2 dolphin windows
2. Remember the modified date of a directory
3. Drop a file from one window on this directory
4. select copy or move
OBSERVED RESULT
The number of items is correctly modified by one,
but the modified date of the directory does not change
EXPECTED RESULT
The modified date of the directory changes to the current date & time of the
drop

dolphin:
Installed: 4:19.12.0-0xneon+18.04+bionic+build33
Pressing F5 in dolphin updates the modified date of the directory as expected.
The bug is not new. It's there at least since a few months.
