Pragmatically this cannot be done in a way that still works with CSDs and give
a consistent result.
It also would not be doable in a way that can retrofit into every existing kwin
decoration in a way that works.
IMHO if we can't deliver it reliably we (upstream) shouldn't try something that
we know can't be reliable. I think Chris's approach as an out of tree option is
probably the best compromise.
