SUMMARY
Windows snap to panels on other monitors
STEPS TO REPRODUCE
1. Have two monitors arranged like this

'---'---'
2. Add a panel on one monitor and position it on the top edge
2. Try moving a window to the top edge of the other monitor
OBSERVED RESULT
It feels like there is an invisible barrier when moving the window to the top
of the screen
EXPECTED RESULT
The window does not snap to the panel on the other monitor
