STEPS TO REPRODUCE
1. start Wayland session
2. right-click on wallpaper, hover over "Create new" or "Icons" submenus
3. while "Create new" or "Icons" submenu is still open, dismiss the context
menu by clicking on wallpaper
4. right-click on wallpaper, hover over the same submenu
OBSERVED RESULT
the submenu no longer opens
EXPECTED RESULT
the submenu should always work
