STEPS TO REPRODUCE
1. start X11 session
2. open System Settings > Display and Monitor
3. set Global Scale to 125%
4. restart X11 session (Display is scaled as expected)
5. reopen System Settings > Display and Monitor
6. set global scale to 100%
7. restart X11 session
8. launch Dolphin or System Settings
OBSERVED RESULT
The app launched in the last step is still scaled. Reboot fixes this issue.
EXPECTED RESULT
no app launched after the step 7 should be scaled
