It's not "Gnome's" app, it's a desktop-independant daemon under the freedesktop

Have you filed a bug against networknamager?

This means that you can build powerdevil without networkmanager support, but if
your distro has built it with networkmanager support you cannot simply
uninstall networkmanager.

You can either build powerdevil yourself or disable networkmanager without
uninstalling it.
