Summary: [Wayland] When I delete a user account and then click

SUMMARY
This bug only occurs on Wayland.
STEPS TO REPRODUCE
1. have 2 or more user accounts on your system
2. open System Settings
3. if System Settings window is not maximized, maximize it
4. go to Users KCM
5. delete a user account under "Other accounts"
6. click on "+ Add new user" button
OBSERVED RESULT
you can not create a new user account because keyboard input does not work with
the text fields of "Create User" page. Also nothing happens when you click on
"Account type" combobox.
Click on "Restore" button in the window decoration and now both keyboard and
mouse inputs work.
EXPECTED RESULT
we should be able to create a new user account after the last step
