SUMMARY
It should be possible to select a tool category in the tool editor.
STEPS TO REPRODUCE
1. Tell Kate to create a new tool in category Tools!
OBSERVED RESULT
Huh? The new tool is not in category Tools.
EXPECTED RESULT
Let the new tool be in category Tools.

ADDITIONAL INFORMATION
It is possible to change tool category by dragging but it is bad for
accessibility.
