SUMMARY
When compositing is disabled, either through the shortcut, or automatically by
a fullscreen application, the overview effect won't activate when the shortcut
is pressed.
STEPS TO REPRODUCE
1. Disable compositing (I used Alt+Shift+F12)
2. Try to activate the overview affect (neither the default shortcut or my
custom one triggers it)
OBSERVED RESULT
Nothing happens when the overview shortcut is pressed.
EXPECTED RESULT
The overview effect is displayed when the shortcut is pressed.
