STEPS TO REPRODUCE
1. move cursor from desktop to the taskbar

OBSERVED RESULT
cursor disappears, and if moved across 'taskbar icons' cursor will highlight
them; but still cannot see the cursor!
EXPECTED RESULT
Cursor doesn't change shape (an arrow)
