This is my third feedback on this issue, but this time I may be closer to the
key point. I hope it can be solved completely this time.
I found that the function corresponding to "Tile: Windows dragged to left or
right edge" and "Maximize: Windows dragged to left or right edge" may be the
key reason for this problem

When these two options are open, after any window is dragged to the edge of the
screen, screen flicker will occur during screen recording and screen capture. I
attached a video, which is a demonstration using obs studio, but in fact,
ffmpeg and kde's own screenshot tool Spectacle also have this problem.
This will also happen after the machine is started, but it will disappear after
adjusting the setting casually
In addition, if the display of special effect synthesis is turned on and off in
the setting, this situation will not occur.
