When you create a new panel (empty panel or default KUBUNTU panel), it does show on all desktops on creation. The moment you reboot, logout or seemingly ad random, the panel only shows on 1 virtual desktop. This is a different virtual desktop each time, so something is triggering it. I've tried the panel on the sides and top and bottom, problem occurs each time. Also, when the problem occurs and you remove the panel and add a new one instead, the problem is fixed again and it shows on all virtual desktops... until your reboot or logout,... *** STEPS TO REPRODUCE 1. Add panel 2.
