[plasmashell] [Bug 466510] The default panel only appears on 1 virtual desktop. When you create a new panel (empty panel or default KUBUNTU panel), it does show on all desktops on creation. The moment you reboot, logout or seemingly ad random, the panel only shows on 1 virtual desk

I understand, guess I need to figure out how to get the new plasma version on
Kubuntu. 
It's now showing in the update section.
