I agree. I regularly run into this problem myself when trying to initiate a VPN
connection. The list entries jump around the moment I try to click the
"Connect"
button resulting in an accidental connection attempt to a different network
resulting
in my current WiFi connection being disconnected.

Alternatively, it would also help to add a checkbox to hide unknown WiFi
connections
which would reduce the risk of an accidental connection attempt to a nearby
network.

In most cases, a user has only one known network nearby which they can connect
to,
so being able to hide the unknown networks would eliminate the possibility of
accidentally
trying to connect to such a network which would disconnect the current
connection.

On the other hand, making it a simple checkbox would allow to unhide unknown
networks
easily at any time to be able to connect to a new WiFi network when necessary.
