SUMMARY
When I try to configure a render preset using libopus VBR audio, I cannot set
the bitrate.

STEPS TO REPRODUCE
1. Create a project and try to export it.
2. Edit or clone a preset.
3. Switch container to matroska, and audio codec to libopus.
4. Set Rate Control to VBR, then try selecting a bitrate (in VBR mode, libopus
uses it as an estimated output rate, and the actual bitrate varies by content).

OBSERVED RESULT
If you pick either (Not set) or VBR, the bitrate selector is grayed out and
ignored, and the only selector you get is quality (for compression_level),
which is useless for libopus. If you try adding additional parameters in text,
`b:a=256k` is ignored (and outputs 96kbit/s audio), and `ab=256k` prints text
on the UI "The following parameters will not have an effect, because they get
overwritten by the equivalent user interface options: ab".

EXPECTED RESULT
You can encode audio with libopus in full VBR mode with selectable bitrate.
