After a fresh system boot kde connect on my laptop connects to my android phone
over hotspot but if i disable then re-enable the hotspot my laptop connects to
the hotspot but kde connects fails to discover my phone

STEPS TO REPRODUCE
1. reboot the laptop.
2. connect to a previously paired android device over it's hotspot.
3. after kde connect discovers the android device turn off the hotspot.
4. turn the hotspot back on again.
5. wait for the laptop to connect.
OBSERVED RESULT
Kde connect fails to discover the device
EXPECTED RESULT
the two devices should connect succesfully

Linux:nobara 38 on kernal 6.5.9-200.fsync.fc38.x86_64
