Panel on top of menu

SUMMARY
I believe this is related to a different bug fix that I remember reading about
in Nate's blog. Something about panels that autohide disappearing when you
click add widgets. I believe whatever the solution to that was is why entering
edit mode keeps the panels from autohiding. However, the menu that appears at
the top of the screen in edit mode does not get pushed down with this new
behavior. This means my top panel is stuck on top of the menu rendering it
inaccessible.

STEPS TO REPRODUCE
1. Have autohiding top panel.
2. Enter edit mode.

OBSERVED RESULT
Menu is behind panel.

EXPECTED RESULT
Menu should temporarily be pushed down while in edit mode and the panels are no
longer autohiding.
