Since you are talking about rebooting and logging in, I assume this is about SDDM and not the the screen locker. After a quick glance at the log, it looks like a theming issue with SDDM. Please set your set your SDDM theme (different form the global theme) to Breeze and apply the plasma settings. If this does not help please ask your distribution for help or file a bug at the SDDM bug tracker. Closing as is this is about SDDM and not KDE.
