Less of a bug and more of a odd default setting. 

When creating a default panel and editing the task manager, the Task Manger
Behaviour settings defaults to 'Show only tasks: From current screen: Disable'.
This seems like an oversight, if you have multiple monitors it's
counter-intuitive to have programs not on that monitor show up on the task
manager; especially by default. It's also really annoying that instantly you
have a full taskbar and it's hard to right click the actual taskbar (not the
programs) in order to get into the Task Manager settings in the first place
with this setting at its default.

I can understand that it may be useful option for some (not arguing to take it
away) but as a default setting 'Show only tasks: From current screen:' should
be enabled by default.
