Open shortcuts settings 2. Add new 3. Application 4. Firefox 5. Give it a shortcut Custom shortcuts service is not a thing anymore AFAIK, so it might be that the old shortcuts were not properly upgraded to new system, or something else went wrong. That itself is a bug, but I have no means to test that currently.
