There is also another suspicious entry "plasmawindowed". These are probably Plasma 5.x artifacts which are no longer used and do not work anymore. I found them in ~/.config/kglobalshortcutsrc At least the keys are reset if (Konsole here is set to "none, none") when assigning an Application shortcut with the same keys, so Plasma 6.x seems a least to know about them. Dunno why they do not work at all.
