I expect you'll ignore this as much as my other mail, but all of these are ephemeral in nature instead of offering a persistent record -- that's why we submit minutes of the Hangouts to the plasma-devel mailing list, for example. A code review website maintains a persistent record and is therefore used differently, and should be subject to different requirements. For that reason code review discussions on IRC often lead to "please put this on ReviewBoard".
