i think this already came up once on this mailing list? maybe not.. in any 
case:

the concern was that kde-core-devel is too prone to low-signal discussion, 
making communication and coordination difficult. those who started working on 
frameworks wanted somewhere they could coordinate in a high signal 
environment.

i was not sure i agreed with that approach, but i have to say that the last 
few threads on this topic on k-c-d have supported their point :(

meanwhile, everyone on frameworks is also on k-c-d and frameworks is an open 
list ...
