I made a mistake when describing the setup at the BoF, and I apologise for
that. A change can already be submitted by the change owner as soon as it
gets a Code-Review: +2, which itself is limited to KDE developers.
This has been the case since 22nd August; I simply managed to forgot about
it. Sorry for my confusion :(.
