It's probably more suited for a user forum or mailinglist. forums.kde.org

Which software? In KDE Apps, it's a global setting. Note that language and 
locale for displaying dates, numbers, etc are separate things (i.e. you can 
set up your system to en_US and still measure in metric units).

Overall, your question probably needs to be more specific to yield useful 
answers.
